[Equest-users] System zone outside of throttling range VS plant load not satisfied

I have seen a BEPU report that reads "Percent of hours any system zone outside of throttling range = 3.0" and "Percent of hours any plant load not satisfied = 0.0".  Why is the % of hours any plant load not satisfied 0 while 3% of system zones are outside of throttling range?
