You probably need to adjust the sill height of your template window as well
as the width and height.  You should find these inputs to the left of your %
input boxes for each orientation.  By resizing the template window dimension
appropriately it will allow DOE-2 to evenly place the correct amount of
template windows on your wall to get as close to your coverage % that you
want.

If you can't get this to work for you, then you should use the custom window
placement button at the bottom of your wizard screen and place the quantity
and dimensions for each window specifically.
