Someone has to write a program that reads the Excel file and write the data into a text file that is exactly like the NCDC 80-column format.  The column arrangements in the NCDC file and Excel file (converted from the .bin file) are different.  The Dew Point temps column in NCDC is missing in the text file that was converted from .bin file using MKAFT and therefore also in the Excel file.  The converted .bin file also includes several columns of calculated data.  
The “7_-_Customizing_eQUEST_Weather_Data.34092949.pdf” ” in http://bepan.info/weather has to be fixed by the person who wrote the procedure (Jeff Hirsch?). 
 Go to http://bepan.info/weather   The procedure described in CONVERT EDITED EXCEL FILE "Weather.xls" BACK TO "Weather.bin" is tedious and a waste of time.  I am going to leave it on the website because it shows the various file formats.  In the Excel file the DP temp has to be calculated for revised DB, WB, AP based on elevation.  This can be done with template “12 - Template Beijing-Weather-Analysis-Long EXCEL” in http://bepan.info/weather
In the example, the converted JEDDAH08.bin file resulted in 145 KB instead of 146 KB.  When you try to use the JEDDAH08.bin file with the DOE2 program it results in “End of File” message.  Something is missing and I am not going to waste my time looking for it.  It was a one-time effort for a project and NOT intended to be used as a routine procedure for all projects.
There are many subscribers to this blog who can write a program that reads the Excel file columns and write to a text file using the 80-column NCDC format.  
Is NCDC 80-column weather data being used to create DOE2  .bin files these days?  DOE2 users now convert EnergyPlus EPW files to .bin files.

Dear User(s),
I wanted to know how to convert an edited weather file presently in excel
format , back into .bin format because in order to use pkaft processor from
DOE2.2 we have to paste the data into a notepad which will change the
alignment of the data as it will no longer be in the same way as it was when
original data was converted from .bin format ( alignment as in within the
specified column width) and changing the width maually for each column would
be very tedious. Please help. Also , I want to know how to get the Custom
template file they are talking of in the file I have attached alongwith.
