I have just done something like this.
I took an EPW file and renamed it to csv, then I could open it in excel. (Renaming a BIN file did not work).
I changed whatever I needed to change in the csv file and saved it.
Then I renamed it to EPW again and used the weather processor to convert it to BIN.
It worked.

I just managed to (nearly - failed because I could not run DOE2 weather processors on 64-bit computer) do this for someone.  It is not easy.  It can't taught over the internet

Convert the NOAA/NCDC �location.dat� to �location.bin�.   Convert the �location.bin� to an Excel file.  (See website http://bepan.info<http://bepan.info/>  Under tab Weather open 11 or 12 template for Shanghai or Beijing.)

The someone changed the DB, WB, Atmos.Press.(AP)  & Wind Speed (WS) in the Excel columns for values that occur at a much higher location near to the original NCDC location.

In the Excel file, the DB & WB have to be rounded off (no decimal). The Wind-Speed has also changed.  The whole file has to be made Text.  The decimal in Atmos. Press. has to be removed.  For columns have changed.

The original NOAA/NCDC text has to be converted text file table with columns.  Replace the Columns for DB, WB, WS, & AP with your revised data columns.  Insert 0s before numbers to make them the required number characters long.  Ex. DB = 95 becomes 095 and WS = 7 becomes 007.

Convert text file columnar table into text again.

Replace spaces between the columns with nothing (no space).

Insert 14 spaces before the year 2008.

Save as text file.

Change the file extension from ".txt" to ".ft".

Locate the .ft file in directory weather/unpacked

Locate the .inp file in directory weather/input



This I could not do because my 64-bit computer will not run DOE21E programs

Run PKAFT (.bat) in DOS (command prompt) to convert NCDC to BIN
