Matthew,
I agree that you are a district energy system but I do not think the v2 DES document as written adequately addresses your situation.  Central condenser loop implies to me that the compressors (or absorbers) are on your side of the boundary but the DES doc assumes they are on the district side of the boundary. I would suggest you write an interpretation of how you propose to model it with respect to their intent.  For option  1 you might look at the lake/well chiller or other ways to lock down the condenser water temp. Option 2 will be more complicated.  Pump energy could be fun too.
Also remember that the DES document affects other prerequisites and credits.

Before you submit a CIR (now called LEED Interpretations - LEED 2009), you should be sure to review the revised DES modeling methodology (v2.0) that is available on the USGBC web site. I believe it addresses your situation and it definitely provides clearer guidance than the original document. You can access it using this link: http://www.usgbc.org/ShowFile.aspx?DocumentID=7671.

Matthew, depending on the size of your building, your baseline may not have a CW loop, in which case the intent of being cost-neutral towards thermal energy not generated inside the LEED boundary is satisfied. Agree on the suggested CIR, however.

Does anyone have experience with district thermal energy by means of a central condenser water loop? I'm trying to determine whether this type of application is subject to the LEED District Thermal Energy Guidelines, like purchased CHW and Steam, or if I can compare to a baseline system in Appendix G based on building type/size.
