i think a little clarification would help.  as far as i can tell:

is the water heating system in place because 1) the building has been 
built & is being claimed for 179d as part of a new construction 
partially or fully qualifying building or 2) is it in place because the 
building is being renovated?

if it is in place due to 1) above then you should be using part B, if it 
is in place due to 2) above then you should be using part A if it is not 
being touched.

don't forget the minimum requirements in 179d & the nrel guidelines 
40467.pdf (just google it if you don't have it) are for 90.1-2001 and 
unless documented separately the loads and schedules are per the nrel 
appendix c (california Nonresidential ACM Approval Manual Tables N2-2 
and N2-3)
