[Equest-users] Exterior Building Lighting Power Compliance (Non-Tradable Lighting Applications)

Per ASHRAE 90.1-2007 section 9.4.5 you can only exceed the allowed exterior
lighting power allowance by 5% in order to be in compliance with this
section.  Section 9.4.5 is a mandatory provision and thus you must comply
with it in order to satisfy the LEED EA Prerequisite 1.There are a number
of lighting applications that are exempt from the total power allowance as
outlined in the exceptions to section 9.4.5.
