There is a custom chiller curve document written by Steve Gates that I found to 
be much easier to follow than the EDR guide.  You can download the document and 
an example spreadsheet from the following site:

The only tutorial I've seen that includes custom chiller curves is this one:

For the first question -
You can use equipment control to set the efficient chiller sequence as 1 and the 
other as 2, and prorate load as no.
