Are you are referring to Table 6.5.1?  If so, I believe that table is only used to apply exceptions (a) or (e) in Section 6.5.1 - Economizers.

has anyone read ashrae-90.1 2007, page 36 ?? it seems to say that climate zone 4a (new york city) does NOT require air economizers? this is apparently new york city adopted code  !!

Javed,  I had a similar issue with high pumping energy on a model last year    Send us your .pd2 and .inp and weather file and I can run it on my computer and see if I can help you find the issue that is pushing your model results too high.
