However, for some reason, wind speeds are missing.  I have been using my
hourly statistical weather model to generate TMY2-like files for cities in
the WMO database.  If someone can provide average wind speeds for each
month, I could generate several of the above cities in TMY2 format.  These
data are averaged for the period covering 1961 through 1990. (This is the
latest data set as they are updated only once every 30 years.)

A second big IF, is if you are willing to utilize "statistically generated"
data.
