eQUEST is the best that I am aware of.  You can import an AutoCAD drawing
and trace it using the mouse.  It is far from perfect and only works in 2-D
(floorplans), but I have used it successfully on some fairly complicated
buildings.  It's a whole lot better than doing it manually.

eQUEST expanded allowable vertices to 120 in version 3-35, but there was a
problem with the DOE-2.2 calculation engine and lots of vertices.  There is
a version 3-37 on the download site dated yesterday.  Hopefully, the
vertices problem is fixed.
