[bldg-sim] Maximum number of zones in DOE 2.1E

I believe 1000 zones is about right. It all depends on how intense the input
is into each zone. Jeff Hirsch can elaborate more "succinctly". However, you
might want to complete the model before your children grow up, so some
brevity is called for.
