[BLDG-SIM] utility rate files

I am wondering if anyone has any knowledge of where I can obtain sample bdl
utility rate files? I am trying to learn the eQuest software (based on DOE
2.2), but I need a utility rate file. Do I just have to learn how to write
them myself?
