steam efficiency improvement.

Subject: [BLDG-SIM] Boiler Efficiency
Hi building sim list -
In the never ending quest for the right answer, what is the list
consensus on the best manner in which to measure overall (seasonal)
efficiency of an old low-pressure steam boiler in place?
Clearly a pure combustion test bears little relation to the actual fuel
consumed as it does not account for stack loss, purge loss, skin losses
etc.
Anyone read or tried anything that can give some good methodology for
obtaining reasonable numbers.
Thanks in advance,
-Andrew
