Hello Debra,
 
There are three ASHRAE references in your email.
ASHRAE Standard 90.1-1999 is the energy standard used to obtain Energy and Atmosphere credit 1, optimizing energy performance (and the related prerequisite)
ASHRAE Chapter 32 of the Handbook of Fundamentals is on Space Air Diffusion design to obtain IEQ credit 2, ventilation effectiveness - the design needs to comply with this chapter.
ASHRAE Standard 129 - Measuring Air Change Effectiveness is also to obtain IEQ credit 2, ventilation effectiveness - it defines the air change effectiveness.
 
Usually to meet IEQ credit 2, it requires either natural ventilation or displacement (underfloor air) systems.
