[BLDG-SIM] Variable Speed Pumping in PowerDOE

I am using PowerDOE to model a building with powered induction unit systems
and standard VAV terminals.  One ECM involves changing the hot water pump
from constant to variable speed.  Surprisingly, this increases the overall
energy use by more than one percent.   The pumping energy decreases as
expected, but the boiler fuel consumption increases.  Does anyone know why
this is so?   Thanks.
