Take a look at the "Dictionary" that is part of the DOE-2.2 documentation.
It describes heat wheels in a fair amount of detail.  

Note that the default mode of operation is to run an energy recovery
ventilator whenever the HVAC fans are active; irrespective of whether the
heat reclaim is useful.  In actuality, this is a terrible mode, and will
typically consume more energy than it saves.  This mode is made the default
to force the user to think about how they actually want to control an energy
recovery ventilator.  These devices typically have relatively large static
pressure drops (~1"-2" on either side of the heat exchanger, including
filters) and can incur large energy penalties over the course of a year if
not controlled intelligently.  Penalties arise both in fan energy, as well
as possibly chiller energy if the ERV is working when cool outdoor air would
in fact be beneficial.

The algorithms include a fairly comprehensive set of control strategies so
that you can evaluate their merits.
