[BLDG-SIM] Waterside economisers and heat recovery chillers

Hi,

I am trying to use eQuest to model heat recovery chillers with
waterside economisers.  The heat recovery chillers will also act as the
primary heat source with steam as a backup.  

So, at each hour the heat recovery chillers will run to meet the larger
of either the heating or cooling loads.  When heat off the chiller is
not needed to meet heating loads, it will be rejected to a lake.  When
the lake water is cool enough, it will be used directly (through a heat
exchanger) to provide cooling.  

Essentially, my central plant is a heat pump.  Can this be modelled in
eQuest?

Any suggestions would be appreciated.
