[bldg-sim] Out of Throttle Range.

Hi Albert:

I am going to try to revert back to the netherworld of
DOE-2.

If the 2nd and 3rd floors have no cooling, the out of
throttling range should be meaningless cooling wise.
An uncooled area is at the mercy of the elements; ie,
solar, transmission, people, lights, etc..

Try increasing infiltration, which should be natural
to an apartment building opening its windows.

Don't get hung up on EVERYTHING DOE-2/eQuest says.
Think about what should REALLY happen, and adjust
inputs to create that scenario.
