[bldg-sim] eQUEST infiltration defaults

I may have missed the beginning of this discussion but the recently
released NIST report (NISTIR 7238) "Investigation of the Impact of
Commercial Building Envelope Airtightness on HVAC Energy Use"
indicates that .02 AC/HR is indeed a reasonable assumption for air
tightness in new comcommercial buildings if they are equipped with a
carefully designed and installed air barrier.
