[bldg-sim] ASHRAE system and fuel comparisons

Hi all,
I have a general ASHRAE question. From my
understanding, ASHRAE 90.1 does not allow comparison
of buildings with different system types or different
fuel types.

If this is true, then can a base case model with a
gas-fired absorption chiller be compared with an
absorption chiller that utilizes waste heat? If so,
then can one take credit for the reduction in energy
cost from the former to latter system?
