  Envi-met is a good choice to simulate the urban microclimate. Its website is 
  "ENVI-met is a three-dimensional microclimate model designed to simulate the surface-plant-air interactions in urban environment with a typical resolution of 0.5 to 10 m in space and 10 sec in time. Typical areas of application are Urban Climatology, Architecture, Building Design or Environmental Planing, just to name a few. "
  Another alternative choice is AUSSSM Tool. Its website is 
  "AUSSSM Tool was developed as a computer software, originating from the methodology of the revised-Architectural-Urban-Soil-Simultaneous Simulation Model (revised-AUSSSM), for estimating the Urban Heat Island (UHI) effects in concrete terms."  This software is very east to use,but this software has some limitation. 
  The above two softwares are free.
