[bldg-sim] ASHRAE 90.1 2004 fan system efficiency

My understanding is that in App-G, the baseline
building fan power is calculated out from section
G3.1.2.9, while the proposed building will have the
actual designed fan power. Hence, the baseline
building and proposed building can have different fan
powers and thus, credit is given to good duct design.
