[bldg-sim] Software Certified for U.S. Tax Deduction

Carrier has nearly finished assembling the required documentation
materials for the HAP program and will be submitting its 
certification application to DOE shortly.

Based on the apparent application processing times to date,
we estimate HAP could appear on the certification list
by early to mid-September.

The list of software "Qualified Computer Software for 
Calculating Energy Savings for Purposes of the Energy- 
Efficient Commercial Building Tax Deduction under Internal 
Revenue Code §179D" is now available on the web site:

So far the list is TRACE 700 version 6.0.2.1 and EnergyPlus 
version 1.3.018.
