The scavenge air fraction is approx. 50% in Mcycle.
One thought might be to take it as 50% and calculate fan energy separately.

EnergyPlus has model for indirect evaporative cooler than can
approximate the performance of the Coolerado.  It is accessed using the
object called "EvapCooler:InDirect:RDDSpecial".  The model allows web
bulb effectiveness beyond 1.0 with a separate limit for dew point
effectiveness.  What the model does not do is account for the amount of
air spilled out of the main air stream as part of the Maisotsenko cycle.
