[BLDG-SIM] Moving Target (kBtu/sq.ft/yr) in the Performance Calcs

Question regarding T-24 and the TDV Standard.

 

Why is the kBtu/sq.ft/yr for the Standard bldg a "moving target" for
performance calcs? 

 

Specifically, why does the Standard bldg energy consumption change as
the proposed HVAC system changes? 

 

We have always seen this as a serious flaw in the performance calcs (as
in using EnergyPro), and have yet to get a straight answer from anyone.
