[BLDG-SIM] LEED C&S documentation question

I am showing compliance with EaP2 and EaC1 using the cost budget 
method (Appendix G) for a small LEED C&S office building.  I am 
filling in the Mandatory Provisions check lists.  For the Lighting 
form, do I need to complete the Interior Lighting Power Allowance and 
Interior Connected Lighting Power tables?  Or are these considered 
Prescriptive requirements which are met using the cost budget method?
