[Bldg-sim] Appendix G model efficiency for SEER and HSPF

In Appendix G of ASHRAE 90.1-2004, the baseline HVAC system type
specified by Table G3.1.1 for small buildings is a packaged single zone
system with direct expansion cooling. If heating is electric, then an
electric heat pump is also specified.

For systems under 65,000 BTU/H, Table 6.1B of the standard lists 12.0
SEER for unitary air cooled systems in a cooling mode and 7.4 HSPF for
these systems in a heat pump heating mode. Both SEER and HSPF are
seasonal efficiency values that are based on certain assumptions that
may not match the operation of an actual building.

Does anyone know how to translate these seasonal efficiencies into a
point-in-time efficiency that is meaningful to an hourly energy
simulation? Or is there some other accepted way to handle the problem?

Thanks,
