A tidbit to clarify the California Solar Initiative for
Mr..Londenberg...

Yes - and no.  He is right that PV is no longer subsidized via the SGIP.
As of January 1, 2007, PV is handled through the California Solar
Initiative.  The program is a $3.3 billion dollar program that is
scheduled to operate for 10 years.  SGIP will continue to handle recips,
turbines, wind turbines, and a really cool thing called fuel cells for
the remainder of the year.  After Jan. 1, 2008, only wind turbines and
fuel cells will be eligible for SGIP for the remaining 4 years of its
program life.  
Ultimately, the statement, "California no longer gives incentives for
PV" is wholly inaccurate.  In fact, the Calif Solar Initiative - or
"CSI" is the world's leading PV incentive program.  In fact, California
gives too damn much to solar and not enough to other, better forms of
distributed generation (like fuel cells).  So there.

According the self generation handbook I just downloaded, California no
longer gives incentives for PV.
