[BLDG-SIM] Photovoltaics - cost payback

In CA, there has been a very detailed summary of costs prepared for the
PUC.  The values in the table below are costs prior to any incentives
and are through some point in 2006. 
 
The payback is very sensitive to various tax incentives that  can vary
by state and by entity.  For example, the State of
California/Utilities/PUC have incentives that vary depending on whether
or not an entity pays taxes and therefore can benefit from tax
deductions, increased depreciation, etc.  The "per kWh/per W" incentives
are higher for entities that don't benefit from the tax benefits.
 
We have seen paybacks ranging from something like 6-7 years on the low
end (including incentives) to approx. 11 years on the high end.  There
is a large amount of variability depending on size and complexity.  We
typically assume $8/Watt as a baseline cost for schematic purposes.
