[BLDG-SIM] How to Suppress eQuest "Updates may be available for the following utility rate(s)..." dialog?

This is an annoyance more than a real problem, but certain library
utility rates invariably invoke this infernal prompt when a project is
opened, and others do not.
 
Does anyone know how to suppress it once and for all?
