[BLDG-SIM] LEED C&S - Lighting Control

For a core and shell building does 90.1-2004 Section 9.4.1.2(b) 
apply?  The floor is wide open until tenant improvements and the only 
switching is at the electrical panel.  Does there need to be manual 
switches visible to occupants for the purposes of C&S?
