[BLDG-SIM] Packing weather files for eQUEST

eQuest has a weather utility to create a packaged BIN file from 8760
format.

http://doe2.com/ - download the weather processor. There is
documentation available there also.

Does anyone know of any programs or features that make it easy to create
packed weather files from an unpacked file (for use with
eQUEST/DOE-2.2)?  I have some ancient DOS executables that might be
pressed into service, but am hoping to find something easier to use.
