[BLDG-SIM] Self-Contained Unit

I'm trying to model a high rise office building in eQUEST using floor by
floor packaged water cooled VAV units.  I'm having problems entering the
waterside economizer.  When the model has a waterside economizer there
are no decrease on the energy consumption.  Any ideas?
