[BLDG-SIM] Ashrae 90.9-2004 alternative

Does anyone know if the Energy Conservation Construction Code of New York
State is an acceptable alternative to Ashrae 90.9-2004 for modeling basecase
scenarios.  If so, what year?  I have checked the website
www.energycodes.gov/implement/determinations_com.stm but it does not mention
Ashrae 2004.  Thanks for your assistance.
