[BLDG-SIM] LEED credit for reduced infiltration?

Karen,

Chapter 11 of ASHRAE 90.1-2004 and Appendix G do not allow any credit for
reduced infiltration in commercial buildings.  
It is my understanding that there isn't enough data to form a consensus on
what the baseline would/should be.  Not to mention the challenge of blower
door testing a large commercial project and getting consistent results..  

If you look at the Residential Systems Approach in the IECC 2006 you will
see that there is a method for claiming credit for reduced infiltration on
residential projects.  The baseline they establish is based on Normalized
Leakage of .57 and the weather factor W for the project site from ASHRAE
Standard 136.  IECC does not allow credit for infiltration rates lower than
0.35 ACH.

I'm modeling a couple projects, one currently under LEED 2.1 (ECB) and a few
under LEED 2.2 (Appendix G).  To date, I have not seen any mention of
infiltration.  If the envelope is tested, can credit be taken for reduced
infiltration in the proposed design?  If so, what's the baseline?  For
renovated buildings can a pre-construction blower door test be the baseline?
