[BLDG-SIM] Minum luminance for tennis courts

The lighting design handbook recommends illuminance levels anywhere from
150 to 100 fc.  As for the luminance, that depends on the color and type
of surface.

	I am trying to look at glare issues for tennis courts using
Radiance. I do not know what the interior lighting will be like. Is
there a way to find out the minimum lighting required by code for tennis
courts?
