[BLDG-SIM] budget HW loop

I am encountering errors while trying to run an eQuest simulation for
Title 24.  My HVAC systems are gas-fired furnaces with DX cooling, and I
have water-to-water heat exchangers for DHW (one storage & one
instantaneous), and the errors are:

Set Budget zone HW loop: CRule::Eval() error posting symbolic (value
3.60632e-224) result to BDL

Set Budget HW loop: CRule::Eval() error posting symbolic (value
1.41756e-225) result to BDL

 

It certainly looks like the value is trying to go to zero.  I searched
the BDL file and can't find the word "budget".  Where do I look to be
able to fix this? (And how?)
