[BLDG-SIM] Heat Pumps vs. PTACs in eQuest

I'm currently working on a project that has water-source heat pumps (cooling
tower + boilers) in the proposed design project (cooling EER = 12) and I'm
comparing it to a PTAC system in the baseline case (cooling EER = 9.3).  The
electric energy use related to the space cooling end-use is higher in the HP
model than in the PTAC model.  I would think the HP model would use less
energy since the EER is better....but this is not the case.  Does this make
sense?  Has anyone else run into this problem?  If so, any suggestions on
how to correct?
