[BLDG-SIM] ASHRAE 90.1-2004 Appendix G: Credit for Low Flow Water Devices?

Quick question on the LEED Energy model based on ASHRAE 90.1-2004
Appendix G.

In Table G3.1 of ASHRAE 90.1-2004, the section on Schedules (#4) states
that the schedules for the baseline and Proposed buildings may differ to
model non-standard energy efficiency measures such as "measures that
reduce service water heating loads."  Does this mean that we can take
credit for low flow water devices that reduce the gpm consumed for
domestic hot water?  

This gpm is never regulated in the standard, but a baseline is
calculated for the LEED Water Efficiency credit.  It seems as though you
should be able to take credit for pumping/heating energy savings from
reducing the gallons of domestic hot water consumed per year.  If so,
what do you use as your "baseline" gpm?
