[BLDG-SIM] Underground walls/floors

[Brahme, Rohini UTRC]

The equest manual mentions about using Perim-exposed, Perim-conduct
keywords for underground wall/floor, but the interface does not allow
it, neither using these keywords in the input file directly works. Is
U-eff still the way to go?
