[BLDG-SIM] autoplot feature

I have notes from a BSUG meeting that say to insert the two lines shown
below in the eQUEST's INI file ("C:\Program Files\eQUEST 3-6\eQUEST.ini"
by default) at the end of the "[preferences]" section, making sure to
save the modified file as text and not in a binary format, such as
Notepad or some other text program.

EnableFootprintAutoPlot=1

EnableZoningAutoPlot=1

I believe it's still a beta function and works best with simple polygons
that don't have intersecting lines.
