[BLDG-SIM] LEED energy performance credits for buildings outside the US

I have not done this, and you may want to check the CIRs, but in ASHRAE
90.1-2004 on pages 118- 120, there is some information about climate zones
for international locations.  Pages 118-119 has Table B-3, International
climate zones and lists climate zones for a limited number of international
locations.  You may be able to find something close to your location.  On
page 120, there is a list of climate zones and their corresponding
criteria.  If you have HDD, CDD50, and major climate type definition (see
page 109), you should be able to make a decision as to what climate zone
your building falls under.

I'm not sure how to find weather data files for international sites.  I know
there have been some posts about this recently.

You may want to submit a CIR for anything that does not fall directly under
ASHRAE guidelines.
