[Bldg-sim] ASHRAE 90.1 and student housing?

I've got a mixed use project for a local university with both lab/office
space as well as a separate dorm area.  I'm using the whole building
area method to calculate baseline lighting levels, and for the
lab/lecture area, it's pretty straightforward...I just use 1.2 W / sq
foot for Schools/Universities.
 
However, for the dorms, what should I use?  Hotels and multi-family
areas have different allowed values (1.0 and 0.7 respectively).  And to
complicate it further, the Space-by-Space method actually lists "dorms"
and it has a value of 1.1.
 
I'd prefer not to have to do space-by-space...what would you categorize
student living as?  It's not really multi-family per se. 
 
Could I group the ENTIRE project into "school/university"?  I'm guessing
no...
