[Bldg-sim] Determine the Title-24 standard HVAC system

Hi-
I have a question for determining the Title-24 standard case HVAC system type.
The standard says:
"Include a description of the required user input for: building type, system
type (especially single zone or multizone),
heating source, and cooling source, so that the ACM and the reference method can
properly determine
the Standard HVAC System and Plant in the standard building design".

The standard states that the proposed design HVAC type is not related to the
baseline HVAC system type.
For a 50,000 sf building (college student activity center) with VAV, chilled/hot
water coils and fossile fuel for heating, what type of standard system is
correct for the buiding?
