[Bldg-sim] EPACT approved simulation software versions

I work on the EnergyGauge Summit development team. We are currently 
making some changes to our code compliance engine that develops the 
ASHRAE reference building automatically.

When this is implemented and the new version is released in January 
2009, we will send in the documentation to DOE to get that latest 
version certified.
