Try increasing thermostat deadband and insuring they are reverse acting.
You can try 4 DegF or 6 DegF. The DOE-2 manual suggests this for VAV.

Subject: [Bldg-sim] eQEUST ASHRAE Basecase VAV heating unmet hours

Hello, all,

I am simulating a 3-floor, 78000 ft2 office building with eQUEST for
LEED CS. For the ASHRAE basecase (VAV system), there are many zones with
the unmet heating setpoint. The unmet hours around 100-180 which are 50
hours more than than the proposed design case (water-loop heat pump
system). Is there any method that can reduce the unmet hours in the
basecase VAV system? I tried to increase the sizing ratio for heating
and etc., but this does not reduce the unmet heated hours.

Any suggestions?

Thanks.

Regards,

David
