Is 50% a threshold for the incentive or is it pro-rated? ….and is a full building model required for any/all upgrades?

No other changes were made to the original requirements.

The 50% reduction requirement is only for reducing the heating, cooling, lighting, and hot water.  The baseline remains 90.1-2001 with addenda through March 2003.

According to most sources, the 2005 Epact has been extended until 2013 as part of the recent financial bail-out measures. I have a few questions in that regard:



1)      Will ASHRAE 90.1-2001 remain the standard, or will it be upgraded to a later version with the extension?

2)      Is 50% energy savings over a 90.1 building a plateau or are the incentives pro-rated with savings under 50%?

3)      Does the tax credit require full system modeling for any improvements even though those improvements may only involve lighting or heating?

4)      Does 90.1 remain the baseline even in retro-fit applications for this credit? (versus LEED that allows the base line to reflect the actual building)?
