[Bldg-sim] Converting TMY, BIN and CSV files

I've read through previous posts and attempted several iterations of 
converting to BIN with no avail. I can get the NEWTH.TMP file to appear, 
but with no information. Below is my step-by-step process, with info 
from previous posts. (Also, where is the "EXENT directory ?" I've been 
saving to the directory where the processor/excutables live.)

Get "real time" CSV weather data from Energy Plus website: 
http://apps1.eere.energy.gov/buildings/energyplus/cfm/weatherdata/weather_request.cfm

Remove commas (or file breaks) from CSV file(s) in order obtain a TMY file

Using the DOE2 Conversion tool (http://doe2.com/index_Wth.html) use the 
following steps:

*1.    *Copy your TMY2 file to DOE2's EXENT directory and rename to 
WEATHR.TMP (*NOT* "WEATHR.TMP.TXT")

*2.    *Create a file called INPUT.TMP in the EXENT directory (*NOT* 
"INPUT.TMP.TXT"), /removing *IWEC *from in front of the station name*
*/

*3.    *In the INPUT.TMP file, put the following text. Be sure to 
replace the city, state, and station number as appropriate for your 
location. You can find this information in the first line of the TMY2 file.

*4.* Run the DOEWTH.EXE executable (it will automatically use the 
WEATHR.TMP and INPUT.TMP files above as inputs). This will create a 
NEWTH.TMP file in the EXENT directory that is your bin weather file for 
use with DOE2. Just rename to Location.bin and you're set.


My WEATHR.TMP file looks like this, after removing the last digit of the 
weather station ID:
