[Bldg-sim] Fossil/Electric hybrid system or electric and other system type under 90.1 App G

I am simulating a building for LEED which has both electric resistance and
campus hot water for heating with the electric heating being the dominant
one. Which of the systems in Appendix G would apply - System 7 or System 8.
